Onze mortos durante a Operação Carnaval

Aquelas mortes não estão sustenável.  Portugal tem 10, 12 milhões pessoas.  Tudo morte é trágico, e eu percebo a teste de conduzir em Portugal é tanto complicado.  Mas a minha pergunta é: os Português não pode conduzir. Porque?
